Tad, for some excellent fishing info, and discussions, check out the discussion forums (fora?) on http://www.fishingwithrod.com I am one of the moderators, and Rodney, the guy who runs it, is on the group that is trying to find a happy medium with the FN regaring FN/Commercial/Rec fishing.

The papers here in Chilliwack have run some stories on the issue.
